When retained by the Public Housing Authority of a major U.S. city to reduce vacancy rates, improve vendor/supplier relations and to increase monthly reimbursements from the Department of Housing and Urban Development (HUD), Buccino opened the door to viability. Initial analysis showed that vacancy rates were increasing for want of an established procedure for purchasing and paying authorized vendors completing the refurbishment of apartments. Buccino was placed as interim manager for all administrative functions to improve accounting systems and purchasing disciplines, establish an approved vendor list, and implement controlled accounts payable procedures. This led to successful negotiations with vendors, saving in excess of $20 million, completion of apartment refurbishments, substantial reduction in vacancy rates, and significant and sustained monthly reimbursements from HUD—returning the Housing Authority to a viable operation.
